Concept & Intellectual History
1. What is meritocracy?
Meritocracy was coined by the British sociologist Michael Young in his 1958 satirical novel The Rise of the Meritocracy, 1870–2033, fusing Latin merit (to deserve) with Greek kratos (rule). He imagined a society stratified by “I.Q. + Effort,” where educational selection — apparently fair — in fact produces a new hereditary elite and leads the unsuccessful to blame their own lack of ability.
Meritocracy denotes both a principle of distribution (rewards allocated by merit), a social imaginary (equal opportunity plus social mobility), and an object of critique (the ideological legitimation of inequality produced by ostensibly merit-based selection).

3. Timeline (selected)
- 1944
Britain’s Education Act 1944 introduces tripartite schooling and the 11-plus exam, channelling pupils by “ability” — the postwar meritocratic-selection reform that frames Young’s satire.
- 1958
The Rise of the Meritocracy, 1870–2033,首次创造 “meritocracy” 一词(讽刺用法)。
Michael Young publishes The Rise of the Meritocracy, 1870–2033, coining “meritocracy” as a satire.
- 1960s–70s
Postwar educational expansion and a “talent” discourse; Daniel Bell treats meritocracy positively as an organizing principle of post-industrial society (1973).
- 1990s
Comparative mobility research (e.g., Erikson & Goldthorpe, The Constant Flux, 1992) finds no general rise in relative mobility despite educational expansion — the “constant flux” puzzle.
- 2001
Michael Young publishes Down with meritocracy in The Guardian, warning that meritocracy is “the disguised inheritance” of I.Q. and effort, and calling for respect for every person.
- 2013
Liang Chen, James Lee and colleagues publish Silent Revolution, using university archives to study changes in the social origins of students at Peking and Soochow universities — a landmark Chinese empirical study of exam-based selection.
- 2018–2020
Contemporary critiques appear: Jo Littler’s Against Meritocracy (2018), Daniel Markovits’s The Meritocracy Trap (2019), and Michael Sandel’s The Tyranny of Merit (2020); Chinese translations follow in 2019–2022, sparking wide debate.
4. Core debates
- Normative: Is merit-based distribution just? Does “rewarding merit” rest on morally arbitrary luck in talent and birth (Rawls), and is it therefore not truly fair? Defenders of equality of opportunity reply that equal start plus effort-based reward beats selection by birth or connection.
- Empirical: Does educational expansion raise mobility? Cross-national evidence shows intergenerational elasticity largely stable or declining; credential inflation intensifies competition.
- Education: Do examinations (the 11-plus, China’s gaokao and key-school systems) discover talent or reproduce class? Research on elite hiring (e.g., Rivera) shows “merit” measurement correlates closely with family cultural capital.
- Beliefs: Do people believe in meritocracy? Cross-national work (e.g., Mijs 2021) finds that higher inequality is associated with stronger belief in hard work paying off — the “inequality paradox” challenges meritocracy’s legitimating role. Chinese-language surveys likewise show meritocratic beliefs vary with class position, educational experience, and mobility (see Research in Chinese).
